Abstract
Following the constitutionalist movement, the constitutionalist movement, a completely contradictory intellectual-political movement emerged, known in history as the Constitutionalist Movement. Sheikh Fazlullah Nouri was the leading representative and main theorist of legitimacy. At first, he was in line with the constitutionalists, but gradually, with the clarification of the tools and functions of the constitutional government, he separated himself from that movement and rose up against it with a hard and comprehensive confrontation. This opposition to his thinking of constitutionalism and the current of modernization within the constitutional revolution is considered a turning point in the contemporary history of Iran. Judging by the thoughts of Sheikh Fazlullah Nouri, he cannot be deceived by the fact that he is one of the few figures in the constitutional movement who thinks more than anything else about the fate of religion and the independence of the country and sacrifices in this way. He did not hesitate to die.
Haj Agha Mohsen Iraqi was one of the pious and freedom-loving clerics and a supporter of the constitution. And he provided the necessary assistance to Sheikh Shahid and his supporters.
