Background and Aim: With the collapse of the Soviet Union and the inefficiency of the military approach, Western powers led by the USA shifted their strategy towards a 'cultural NATO' to achieve their hegemonic goals by changing the identity and beliefs of societies. With the decline of the Western military approach, the concept of 'cultural NATO' in the discourse of the Islamic Republic of Iran is defined as a coordinated network of media cultural actors. The aim of this study is to conceptually clarify the dimensions, tools and strategies to counter the cultural NATO. Research Method: The research method is an analytical review study using library methods and content analysis of documents, scientific articles and official statements. Findings: Cultural NATO, with its subtle, long-term, and all-encompassing characteristics, aims for cultural transformation, promoting secularism, and sowing division through media, cyberspace, and cultural industries. The main ground for its influence is lack of insight and cultural self-abandonment. Although thinkers like Motahhari and Al-e Ahmad did not use this term, their views on Westernisation and religious identity conceptually overlap. Conclusion: Effectively countering cultural NATO requires a comprehensive, smart strategy based on self-confidence, where cultural engineering, raising awareness, media literacy, the effort of explanation, and strengthening social cohesion play a central role in enhancing the cultural resilience of society.
